Head of Engineering & Vehicle Standards Policy - competitive salary and excellent benefits package including company car 23 November 2017

FTA are recruiting for a Head of Engineering & Vehicle Standards Policy who will provide FTA’s key point of engagement with the Driver and Vehicle Standards Agency, and lead on FTA’s technical engineering policy and autonomous vehicles.

Responsibilities:

  • Represent FTA members’ views to shape and influence policies regarding all relevant aspects of the work of the Driver and Vehicle Standards Agency (DVSA). Including:
    • Enforcement
    • HGV and light vehicle testing
    • DVSA service standards
    • Operators’ compliance data including OCRS, Remote Enforcement Office and Earned Recognition
  • Achieve effective, practical approaches to technical vehicle issues with policy makers, regulators and enforcement agencies particularly (not limited to) DfT, DVSA, Traffic Commissioners and the Health and Safety Executive.
  • Engage with members and stakeholders to inform and promote best practice in engineering. Work with FTA’s Head of Engineering Information and Member Advice Centre to ensure accuracy and effectiveness of FTA’s compliance advice in respect of issues covered by the role.
  • Represent FTA at DVSA technical and service-level stakeholder groups.
  • Advise members and colleagues on technical issues surrounding policy developments including (but not limited to) emission standards and carbon reduction, and vulnerable road users.
  • Develop and lead FTA’s policy in respect of autonomous vehicles and in other areas as required.
  • Plan, manage and present FTA’s engineering forums and engineering conferences, and co-ordinate FTA’s representation at Maintenance Advisory Committees nationwide.
  • Provide technical advice and support to all FTA departments, particularly with reference to VIS Standards team.
  • Maintain FTA’s liaison with truck manufacturers to ensure representative engagement between vehicle operators and vehicle manufacturers.
  • May be required to be involved in, and represent FTA at meetings regarding, driver licence acquisition testing, Driver CPC and other areas of DVSA’s remit.
  • Provide comment to media / social media as required

Key Qualifications & Skills:

  • Qualified vehicle engineer with proven track record as a Fleet Engineer or in developing vehicle engineering standards and technology.
  • Good understanding of commercial vehicle policy, technology, legislation and enforcement.
  • Persuasive and articulate communication skills, in writing and in person

Additional Skills & Attributes:

  • Relevant HNC/HND or Degree qualification is desirable.
  • Qualified vehicle engineer with proven track record as a Fleet Engineer or in developing vehicle engineering standards and technology.
  • Able to organise and prioritise, working to tight time schedules.
  • High quality written work - role will be required to make written submissions to Government, Parliament and other bodies.
  • Will be required to input confidently at industry and stakeholder meetings and discussions, and lead such discussions in FTA member forums.
  • Good interpersonal skills and ability to work with other teams.
  • Excellent organisational skills with the ability to multi-task and work to tight deadlines.
  • Excellent attention to detail.
