FORS update addresses air quality and terrorism24 October 2018

The latest version of the FORS Standard includes measures for air quality and noise improvement, and guidelines to help operators tackle the threat of terrorism.

The Fleet Operator Recognition Scheme’s Standard sets out the requirements for accreditation and is updated every two years. The latest version, the fifth, comes into effect on 14 January 2019 for both new and existing operators.

Bronze accreditation has been expanded to cover the growing number of motorcycles used for urban deliveries. Load safety requirements, by vehicle type, now cover powered two-wheelers as well as HGVs, vans and PCVs.

All Bronze operators must now have a counter terrorism policy and champion, who must complete the Professional Security and Counter Terrorism eLearning module within two years prior to an audit. Since its launch in January 2018, the module has been completed by more than 15,700 individuals.

Other key changes include more emphasis on air quality at both Silver and Gold levels; HGV and van drivers need to complete the ‘LoCity – Time to clean up’ eLearning module for Silver accreditation; and a new requirement at Gold level means drivers must complete either the LoCity Driving course, or a FORS-approved environmental awareness course. FORS Silver applicants will also need to measure noise pollution at operating centres and other locations.

The updated Standard also sees Silver accreditation aligned with Transport for London’s requirements for managing work-related road risk (WRRR) and the new CLOCS Standard v3, due to come into force in January 2019.

“FORS has grown from a relatively-small, London-centric operation to encompass well over 5,000 members of diverse fleets nationwide,” says John Hix, director.
