Using a star system, HGVs are rated from zero to five based on how much a driver can see directly through their cab windows, as opposed to indirectly through cameras or mirrors.
TfL is proposing to introduce safety permits in 2019, with the most dangerous zero star rated HGVs to be banned from Greater London in 2020, if operators do not fulfil the requirements of a new Safe System.
The threshold will increase to a minimum of three stars from 2024, prohibiting HGVs rated two stars and below from London’s streets unless they are operating with a progressive Safe System.
The Safe System will include devices such as cameras, sensors and audible warnings, and it has been developed with an independent advisory group which includes representatives from vulnerable road user groups, freight trade associations, vehicle manufacturers and other government organisations.
TfL says the system would evolve as technology advances.
A further consultation will take place later this year on details of the permit scheme and the conditions of the Safe System.
