Revised statutory documents take effect on 1 January22 December 2016


The Office for Traffic Commissioners is reminding operators that revised versions of its statutory documents take effect from 1 January 2017.

The updated guidance covers how to use the documents, good repute and fitness, finance, transport managers, operating centres, legal entities, impounding and case management, and decision making.

Operators and licence applicants are advised to pay particular attention to the following changes.

  • Transport Managers (statutory document 3), which clarifies the findings that regulators can make with regard to professional competence. It also gives more detail on the requirements for requesting a period of grace.
  • Impounding (statutory document 7), which clarifies the evidence that hauliers need to provide for cabotage operations to conform to the 2009 regulation, along with guidance on how to prevent the future illegal use of a vehicle.
  • Case Management (statutory document 9), which confirms what the regulator must do when dealing with operators who use the Welsh language.
