Taunton firm grounded by regulator12 December 2017

Taunton-based groundworks firm K&J Hodge Contractors has had its licence revoked following driver, tachograph and vehicle maintenance issues.

However, Kevin Rooney, West of England traffic commissioner, said he believed the firm could achieve compliance with commitment and a small investment.

K&J Hodge was called to a public inquiry in Bristol on 16 November, following a DVSA investigation after one of its vehicles was stopped by police and found to be overweight.

The subsequent investigation revealed several issues, including no system for scheduling driver duties, no tachograph analysis or evidence of tacho data storage, and no system for initial driver training or refresher training.

During the inquiry, director Keith Hodge was frank with the regulator, admitting the issues identified by the DVSA officer had not been rectified and that he had been too busy to respond to her report.

Rooney found that a vehicle inspected on 1 March 2017, following the issue of a prohibition on 27 February, had not been subjected to any further safety inspections – a total of 37 weeks.

The company had recruited someone to establish management systems within the business a few weeks before the inquiry.

But Rooney said the few positive features of the case were trivial when set against a 15-year-old vehicle being left without a safety inspection for 37 weeks, when DVSA guidance recommends six-weekly intervals.

He added that it was appropriate to end the licence immediately.
