EC finalises carbon emission limit for light commercial vehicles04 March 2014

The European Council has adopted rules that define how the 2020 target for reductions of CO2 emissions from new light commercial vehicles should be reached.

From 2020, a target of 147g CO2/km has been set for the average emissions of new light commercial vehicles registered in the EU.

The regulation will apply to all manufacturers producing more than 1,000 new light commercial vehicles registered in the EU in the previous calendar year.

CO2 savings can be achieved through the use of innovative technology, or a combination of technologies. The total contribution of these may be up to 7g CO2/km.

However, supercredits – the current system of support for very low emitting vehicles – have been removed for the 2020 target.

Vans will also be covered by the new driving cycle (WLTP – worldwide harmonised light vehicle test procedure), due to be introduced in 2017.

The Commission will review the regulation by the end of 2015 to establish the CO2 emissions targets for new LCVs for the period beyond 2020.

The date this takes effect has yet to be confirmed: the regulation will come into force on the third day following its publication in the Official Journal of the EU.
