FTA, UKPIA and TSA to revise Safe Loading Pass Scheme 11 March 2014

The UK Petroleum Industry Association and the Tank Storage Association are working with the FTA (Freight Transport Association) to launch a revised Safe Loading Pass Scheme (SLPS) for loading road tankers at fuel distribution terminals.

Peter Davidson, UKPIA director for safety, commercial and projects, sys that while the scheme has been a great success, it needs to be refreshed to ensure it reflects industry changes and that it "is adopted more widely by downstream oil distribution terminals".

As part of spreading and maintaining safety standards, SLPS will get a new website and database, together with revised standards and assessments for inspection locations.

That matters, says FTA director of standards, audit and accreditation Sally Thornley, because the industry has changed significantly since SLPS was first launched – with most oil companies now contracting out fuel distribution to specialist hauliers, and several specialist tank storage companies now also operating fuel distribution terminals.

"We are pleased that the SLPS now encompasses the activities of the independent terminals," says Barrie Salmon, technical manager at the Tank Storage Association.

"This means that our members can be assured that the road tanker entering their terminals meet the stringent safety standards required by the SLPS."

SLPS was first established in the late 1980s by the major oil companies in the UK. It is an integral part of a petroleum terminal's safety management system and aims to identify vehicles and trailers that have been inspected by qualified persons and deemed to meet safety standards for admittance to fuel loading terminals participating in the scheme.
