Nel Owen, 28, from Criccieth, applied for the return of her HGV licence this year and appeared before Nick Jones, traffic commissioner for Wales.
Owen admitted dangerous driving and was banned for three years in 2015 and sentenced to 10 months in prison, following the crash in which a woman and her two children were injured.
At her conduct hearing in July, the regulator heard her application, along with several references. He also examined evidence, including five previous endorsements from 2013 onwards for speeding and using a mobile phone while driving a goods vehicle.
The traffic commissioner delivered his written verdict on 30 August, in which he stated: “Ordinarily, I would not take into account speeding offences committed five years ago, however it is wholly appropriate that I take into account a [series] of offences that demonstrate an approach to driving.”
The older offences were relevant to show a pattern, he added, “that her appalling driving which led to the prison sentence was not an isolated incident of unacceptable driving”.
He underlined that high standards are expected from professional drivers, yet Nel Owen “demonstrated a lack of regard to basic road safety.”
