Latest updates to DVSA inspection manuals for HGV and PSV 17 March 2023

From 1 April 2023, some changes will take effect in the HGV and PSV inspection manuals.

Following earlier guidance, free-rolling tyres fitted on front steered axles will be a failure.

Also added, in response to modern technology introduced on heavy vehicles, is a deficiency (failure) for loose wheels studs/bolts to the hub, including wheel flanges.

The standards to apply for cuts and damage to seat belt webbing has been clarified.

A deficiency (failure) has been added for any flashing stop lamp. A prohibition will be issued if all are flashing.

Sections on PSV brake testing have been updated to clarify brake efficiency calculations for gross weight (vehicles before 1982) and design weights (after 1982) if vehicles don’t achieve brake lock-up on the test.

DVSA said that the changes have been made following feedback and review from stakeholders.
