The infrastructure improvement will see charging points located at hospitals, homes, train stations and A-roads, and follows a four-fold increase in the number of plug-in car grants claimed during 2014.
A further £11 million will be provided to 50 organisations for low-emission vehicle innovation. The organisations include small businesses and universities, which are working together on 15 research and development projects.
The projects include: a recycled carbon fibre material for chassis structures (led by Gordon Murray Design); a new low-cost, zero-emission electric bus with hydrogen fuel cell range extender (led by Magtec); and a prototype zero-emission power and cooling system adapted from a liquid nitrogen powered engine, to reduce CO2 emissions in refrigerated trucks and air-conditioned buses (led by Dearman Engine Company).
