FTA supports the removal of the testing exemption for concrete mixers, and opposes the Department for Transport's proposal to allow them to operate outside or in excess of Construction and Use weight limits.
These vehicles should also be subject to O licensing requirements, says the association.
FTA's Christopher Snelling says any vehicle with the same risk profile as an HGV should be subject to the same regulation. "We are working with our members in the construction logistics sector to try to improve road safety, especially that of cyclists. It is right that vehicles involved in this work, using public roads, should be incorporated into the regulatory regimes," he says.
The association is also calling for stronger enforcement, saying that regulations are only effective if they are enforced adequately in high risk areas, such as in London.
