About us
Oxfordshire County Council is scaling up and accelerating its action on climate change; pledging to achieve carbon neutrality on our own estates by 2030, and to embed climate action in all areas of influence – from procurement to planning, investment to innovation, land use to transport.
In our Joint Property Services Team, we’re reviewing carbon management opportunities on our estate, including our Integrated Fleet department, comprising of a 400-vehicle fleet.
About the role
Our Strategic Fleet Manager will be responsible for delivering a robust and resilient fleet management and maintenance function through the co-ordination, implementation and promotion of council policy and engineering best practice.
You will ensure the effective operation of the service by providing professional advice and guidance, seeking the best solutions for individual services and directorates; working with, advising and influencing key stakeholders and maintaining national and local networks and partnerships.
A significant focus of the role will be the transition towards zero emissions vehicles and the development and integration of a corpoate fleet strategy with other organisational strategies, particulalrly those realting to property.
The role is responsible for signficiant centralised fleet revenue budgets of approximately £7M of revenue and capital finance per annum, as well as being responsible for our long term capital fleet spending plans.
Working Arrangements
This role will involve some home-working, some time spent at our head offices in County Hall and some spent on-site conducting site-visits. Some weeks could be all home-working, other weeks might be 4 days on site visits. We don’t envisage prescriptive days, just as and when required.
About you
You will hold a Transport Manager CPC qualification either Passenger or Haulage, National or International.
Your core vehicle engineering knowledge will come from a formal vehicle engineering qualification, preferably in heavy vehicles but light vehicles with vocational experience can be considered, to City & Guilds National Certificate in Engineering, BTEC National, NVQ level 3 or equivalent. This will be complimented by significant experience in maintaining and then managing maintenance and compliance of diverse public sector or other specialised fleet vehicles.
Ideally you will also have completed training and/or hold qualifications relating to Health & Safety and business management
Our fleet is varied and diverse, covering the fire and rescue service, accesible minibuses, cars, vans and more and is currently over 400 vehicles strong - you’ll bring your experience of managing varied and diveverse fleet requirements for a large organisation and previous experience of developing complex and climate change focussed fleet asset and operational strategies.
There is direct line management involved with this role, presently a small administration team but potentially increasing to around 20 team members including vehicle maintenance workshops., So experience of successfully building and managing large or multiple teams is key.
Specification and procurement of vehicles and fleet related services with contract management experience is also a requirement of the role, from either the private or public sector. This includes the expansion of the councils EV charging infrastructure providing technical expertise and accurate financial forecasting.
Please note a current valid driving licence and access to vehicle for work purposes or the ability to travel around the County for work is essential.
