HGVs over 12 tonnes will be categorised depending on the level of a driver’s direct vision from a cab, and will then be given a rating between ‘zero star’ (lowest) and ‘five star’ (highest).
The first permits will be issued from October this year, ahead of the scheme’s introduction in 2020 when only vehicles rated one star and above, or those with safety systems, will be able to operate in London. From 2024, the minimum requirement will be three stars, or a progressive safe system.
After consultation, TfL has provided more guidance (see link below) on the requirements for the safe system mitigating measures, such as vehicle cameras, mirrors and sensors, as well as additional details on enforcement and appeals process. The update also includes a list of exemptions.
TfL has also committed to consulting on the progressive safe system requirements in 2022, with a further review ahead of its introduction in 2024 to take account of any technology or safety equipment not yet available.
